A player who clears waivers and becomes a free agent is free to negotiate and sign a contract with any NFL club, and any NFL club is free to negotiate and sign a contract with such player. There is no penalty or restriction for signing a free agent who has cleared waivers. For example, Draft Choice Compensation between Clubs or First Refusal Rights of any kind, and signing period restrictions are not applicable

Do u know what offset language is?

I think whatever a new team signs him to for the rest of the year is just $ the Browns won’t have to pay him from the guaranteed money they owe him.

You are right. Most everyone in the NFL is overpriced and a diva would rot quickly in a small market.
He also would be a one year rental for a post season push.
Would he be worth it?
My personal thought would be no.

The Packers have offered Beckham the minimum for this years service. The reason no team claimed Beckham is because of the salary and any offset.
Once he cleared waivers the Browns are stuck with a percentage of his salary. Green Bay is reporting there is no offsets.

If they are offering him just the veterans minimum for this year it’s bc he has offset language. Also Jeremy Fowler reported there is offset language.

You might be right. The offset favors giving him the minimum contract because Cleveland is on the hook for the rest.
I doubt if the Saints will want to raise the pot giving the extra money to the Browns.
