Why would he be in PTD if there were no case? What's the incentive to complete it then? In my understanding if one doesn't complete PTD, prosecution then moves forward

He's famous, so diversion. Diversion doesn't mean it didn't happen.

That is how they "dismiss" things in Kenner Court. They put you on diversion, collect a couple of hundred bucks and the thing eventually disappears.
