You don’t have to have your feet down to score. As soon as the ball crosses the line it’s a touchdown. He had possesion while still inbounds.

He caught the ball or started controlling it with the first foot in, and then took a step with the other foot to complete the catch. That's what they called, and that's what I'm going with.
