I don't think there's a single person outside of the NFL's New York office who hasn't been asking that question since it happened

Imagine this play; QB gets snap out of shotgun and RB does bubble screen. RB is one yard in front of the QB when QB sets feet and starts winding up to throw. DE hits QB causing ball to go a yard behind him instead of a yard in front of him.
There is no way in hell that this play has ever or will ever be called an intended forward pass. The rule is bullshite. You know it's bullshite when it's never been called, but that play has been seen many times in the history of the NFL. (By play that has been seen many times, I'm not just talking about my example, but just the QB getting hit by DE during windup causing the ball to go backwards. Thus, a fumble).
