First, if this is talking about the Rams signing away Graham we would NOT get the number 2 pick.
It is not the Rams original pick and the compensation must be a team's original picks.
Second, if this is talking about the Rams trading these picks for Graham, that would be extremely stupid as they can just attempt to sign him away for the lesser compensation(unless the Rams somehow are the worst team next year).
The whole thing sounds like a completely fabricated hypothetical from someone who has no clue how the tag works.

Why are people reading into this so much? I"m sure it's BS, but all it says is a seeing a rumor about Graham to the Rams, then separately states the fact that their picks are 2nd and 13th. There's nothing connected about those two points.

Absolutely no way this is true, but I'll humor it just for giggles.
If this happened we could get Watkins, Clinton-Dix and BPA at 27. Super Bowl.
ETA: I could see the Rams being interested in a trade, but not interested in simply giving up 2 1s (it is not a trade).

But for shits'n'giggles, I don't think they're referencing a trade. If the Rams, or any team, make an offer to Graham and the Saints don't match it, then that other team owes the Saints two 1st round picks.

Those two picks come in back to back seasons and it has to be the team's original pick (preventing teams from trading back to 32 in consecutive seasons before signing away the franchised player). The two teams could work out something involving the #2 pick, but then there's no way we're getting #13 with it.
