I'm not imagining more than one decent free agent signing no matter what.
The Saints cap currently projects to $138mil
If we rework or cut Vilma, Smith and Harper, is there any chance to sign Michael Johnson and William Moore? (Moore shouldn't be too much more than Harper) How about Tracy Porter?

just IMO no. $10-15 mil will have to be cut just to get who we have close to cap range.
Figure-
Will Smith -$9mil
Vilma -$4.8mil
that gets you somewhere close to even
So more cuts are needed if you wanna sign anyone.
Me as GM would prolly cut Harper to save $11+mil the next two years. Problem is it will cost almost $4mil in cap to let him go. I doubt seeing that happen. Renegotiating lower for more years would seem much more likely. So Harper staying makes the Moore proposition null. IF they did I would think Moore could be had for less than what the Harper obligation currently is.
Tracy Porter got $4mil for 1 yr in Denver. After another injury plagued year and falling behind undrafted Carter on the depth chart I would guess he won't get half of that on another one year deal. So $1-2mil certainly affordable as just a roster filler position.
Before shopping for free agents ya prolly have to find money to extend Graham (prolly $2mil more than now to start). The LT position has to be addressed also:
Re-sign Bushrod
Go after a bank busting UDFA like Long, Clady, or Albert
1st Rd pick like Lewan or Matthews
Charles Brown
It isn't a pretty picture capwise but best is knowing the one thing Loomis is great at is cap management. He surprises every year in how he pulls a rabbit out of the cap hat.

I hope we can sign Porter for a mil or two to add depth.
Unless Bushrod owes the Saints big time and makes a great 1 year deal I see a high market value for him in FA that we could match but there goes alot of cash. Despite some of the the GM's around here who think much of our o-line is hot garbage he is a top tier LT and that is worth alot these days.
Just dont see the cash for top level FA. But Loomis always surprises one way or the other.

upcoming free agents comments
Bushrod- "I think about it for a second and then I just come back to reality and really realize that it's nothing I can control," Bushrod said Wednesday. "The love that I have for this place is pretty high. I've started a family here, I've won a championship here, they've given me an opportunity, they played it slow with me, they took their time with me, they didn't rush me out there. I've been very appreciative of that.
"It crosses my mind all the time, and it kind of gets you down if you think about it too much, but at the end of the day it's something I have no control over."
Ellis- "First and foremost, I think everybody knows that football is a business," Ellis said. "Whatever the business decision that the organization thinks is best for the organization is, they'll make that decision. That's life. That's football. You can't think too much into it because it hasn't happened yet.
"As far as my situation, I would love to stay here. It's where I was drafted and I'd love to stay here with the guys I've played with for the last five years. I've got really good friends on this team. I hope they will stay also. But reality is not that kind. So we'll wait it out to see after this game who's here and who's not here."
Devery- "You put thought into it, but it's pretty much out of your hands," said Henderson, who has 21 catches for 300 yards and one touchdown this season. "For the main part, I just try to go out there everyday and better myself and do what I can do for the team. Hopefully at the end of the season, things will work out."
Casillas- "This year was a tough year with our wins and losses, but at the end of the day, I think we have a great group of guys, our coaches are great. ... If everything is even (contract-wise), I want to be here," Casillas said. "I appreciate everything they've done for me here, but it's business, too."
Other unrestricted free agents include quarterback Chase Daniel, linebacker Ramon Humber, cornerback Elbert Mack, defensive end Turk McBride, special teamer Courtney Roby and tackle William Robinson. Restricted free agents include running back Chris Ivory, center Brian de la Puente, defensive end Junior Galette and long snapper Justin Drescher.
Shanle ( LINK)- "I'm ready to move forward whatever comes my way," Shanle said. "If it's going somewhere else, if it's coming back, if its doing something entirely different in my life, I'll be ready for it. And I'm just thankful that I've been able to do it for 10 years."

Pretty sure they could get better running back offers than we can give them. Not to mention they can draft a couple of RB in the draft.
