It’s like only paying the minimum on ur credit card and now the interest is so high and the debt so big you gotta file bankruptcy but loomis is continuing to just pay the minimum

Logic would be to allow the offending team to borrow money from the next season's cap at a price (i.e. $1 this year takes away $2 next year) or something along those lines.
It can't be a "luxury tax" like the NBA and MLB have because those are not punitive enough for the big market teams to really be punished. NBA has gotten better but are still a joke.
This system could allow the borrowing once in a 10-year window. It works somewhat like the post June 1 cut/trade dead money deferral, but has a penalty associated with it. This seems like the logical step to me to save face but keep it realistic.
