The thing about the new kickoff rules is that there's really no penalty for doing what Harper did. Kickoffs go out the back of the endzone half the time anyway. Not that that justifies hitting someone late.
Also, if Steve Smith doesn't show boat, he wouldn't have gotten hit.

But where was the penalty against 2 Carolina players who threw a punch and threw the Saints player to the ground and lifted him by his facemask?

What are the rules for hitting after a TD?
I just watched the replay and Harper hits Smith as the ref is raising his hands for a TD. There is no whistle that I hear.
