Runoff penalty wouldn’t matter as they had two timeouts and would just have to use a timeout. But in reality, the runoff isn’t in play since the previous play was with a stopped clock.

pretty sure holding penalty doesn't bring a 10 second runoff with it no matter what... since it's an in-play penalty
only dead ball penalties like false start while the clock is running under 2:00 have 10 second runoffs
