Could a time traveler have altered the game?

Fast forward to the year 2070. The USA Space Force Commander Tysom Hill erroneously launched on China from orbit, starting WW IV.
A time traveler is sent back to 2019 to intimidate the ref into not throwing the flag. No celebration = Tysom Hill is never born, and no WWIV.

This actually makes a lot of sense and is the most plausible explanation for why the ref didn’t throw the flag.
