I believe this to be a simple strategy to increase the chances of a player we like dropping to us at 13 (hopefully Scherff). If other teams needing Mariotta think we will take him at 13 then they are more likely to trade up for him. This in essence makes our pick at 13 the virtual equivalent of 12.

This will never happen. If Mariota gets past the Top 6, the Eagles should be able to cut a deal to move up to grab him without giving away the farm. Let's face it, none of teams from 7 to 15 need a QB (I think the Browns and Bears are putting up a smoke screen).
