They admitted it was a backwards pass; thus incomplete. Well rules also state a backwards pass is called a lateral, a live ball. a fumble. Done with this shite.

If a QB is hit during a pass, the ball is considered a forward pass no matter where it goes
This isn't a new rule

Rule is interpreted differently from game to game, crew to crew. No consistency in on the field rulings and reviews.

The fumble rule? Perhaps
The "backwards pass after a hit" rule? No

Sort of like the definition of a catch seems to change.

That's what the central command in NY was supposed to help with. That way they talk thru it and arrive at the same conclusion. But it's the entertainment league. Remember that first. So they will never interpret the rule the same. Especially against st the Saints.

It's the interpretation of "begins throwing motion" that's the issue. I think most believed it was when the arm is moving forward. But apparently it's when the qb lifts his arm? bullshite. If the hit comes when his arm is only half raised they rule it a fumble. But because it was fully raised, incomplete pass. Too much room for interpretation. Needs to be moving forward as we all fricking believed it to be.
