Yes we did and Ingram was not worth it either. That's why you don't spend multiple picks on one guy. Obviously you can't say "Mr. Commissioner, I want to spend two picks on this guy." But if you trade two picks to acquire one pick, then you have effectively used two picks on that one player.

Also there's this thing called value. Higher picks cost more than lower picks and with good reason. The lower the pick the weaker the talent pool left.
But I'm sure Loomis was talking out of his arse when he said trading up has been historically better than trading down.
When you trade up you are getting a potentially better player and one you are specifically targeting.
When you trade back you are lessening your chance to get better talent and your chance to take a player you have strong conviction about.

Just FYI, most people don't include the same-round pick when saying how many picks were included in a trade.
Example: we trade our late first rounder for a early first round, and throw in a future 2nd rounder to get there. We still end up with a first round pick and we no longer have a 2nd round pick. So most people would talley that as giving up one pick in the trade.

Even still Cooks was not two firsts. It was a first and a third.
Ingram was next year's first and a second.
Neither was two firsts and in both cases we traded to get a first.
We gave up a third to move up for Cooks. We gave up a second to get Ingram.
