1. Get rid of Roger Goodell

2. Eliminate the Automatic First Down - unless the penalty is an unsportsmanlike conduct. It's stupid that a 5 yard illegal contact down field results in an automatic first down.

3. If an offensive player drops his head as he braces for a tackle, the defensive player cannot get flagged for illegal contact to the head.

4. If you hit a player with your shoulder, your head will lead. The "leading with your helmet" penalty is bullshite. There used to be a penalty called "spearing". Let's go back to using that penalty when it applies - all other instances do not warrant a flag.

5. Review every play upstairs and if a play looks questionable - buzz the official on the field to stop play.

6. An official upstairs determines the result of the review - not the official on the field who blew the call in the first place.

7. Pass interference be a 15 yard penalty or spot of the foul - whichever is farthest. This helps a defense not get killed by a bad call by the officials.

8. Quarterbacks are players too - same rules apply to them as everyone else. No more rules specifically for hits on the quarterbacks.

9. Get rid of the illegal contact downfield. Too many officials blow this call because the receiver runs right at the defender, initiates contact, and the defender gets the flag.

10. Use common sense. A lot of the NFL rules are actually not that bad if the official would use common sense when interpreting them and not enforce them literally. A "blow to the head" is not when a player grazes a helmet in the act of swatting for a ball. An official can, and should use his judgement when determining intent on a personal foul. Did the player act in a reckless manner or a manner that they intended to hurt the player? If the answer is "no" then don't throw the flag.

Is there a way to get a petition going or something? Perhaps send a packet to each of the 32 owners..?

I'm serious. We must save our NFL.

i'm on the fence... i mean if its not an automatic penalty and its 3rd and 12... you're giving the D two free opportunities to just illegally contact a defender without too much serious repercussion?

3. If an offensive player drops his head as he braces for a tackle, the defensive player cannot get flagged for illegal contact to the head.

yeah, lots of what ifs around stuff like this.

same as above, the whole thing needs to be re-evaluated more fairly to defenses.

6. An official upstairs determines the result of the review - not the official on the field who blew the call in the first place.

Why is that official upstairs and not on the field? BC he's not as competent?

7. Pass interference be a 15 yard penalty or spot of the foul - whichever is farthest. This helps a defense not get killed by a bad call by the officials.

whichever is shortest you mean?

8. Quarterbacks are players too - same rules apply to them as everyone else. No more rules specifically for hits on the quarterbacks.

you can hit them, just not high and not low... maybe starting hitting them in their pecker every play.

9. Get rid of the illegal contact downfield. Too many officials blow this call because the receiver runs right at the defender, initiates contact, and the defender gets the flag.

lets get rid of cornerbacks and just have like 6 roaming safeties none of which playing man to man.

common sense isn't all too common so is it still common sense?

You're not giving the defense to "free opportunities" - because each penalty moves the offense 5 yards closer.

5 yards in and of itself isn't enough justice IMO. Maybe a 8 yard penalty, i'll be satisfied.

It will not happen anytime soon but o-lineman hold on just about every play to slow down the rush which leads to more scoring of course. And the NFL loves it some scoring. Some would say do a better job at getting away with it and they have a point but I prefer the calls not to be so damn arbitrary as to when the zebras want to call them. Big pet peave.

I'd also add this:

Grant complete immunity from litigation to the NFL for any action committed on field during the course of a game, or at practice, or in any other activity related to playing professional football. On field injuries during an NFL game which result in paralysis or death are automatically compensated according to a predetermined pay out that the player agrees to when his contract is signed...this could be negotiated individually or league wide. This provision shall not be construed to hold the NFL liable for the cumulative detrimental effects of playing high impact, physical, professional football (ie concussions). It's a dangerous game, played by dangerous men, and the players compensation reflects the relatively short career that is expected of NFL players. Spend accordingly.

Of course that's as much of a pipe dream as the OP's list

I want replay to be done similar to the way the NHL does it. Have a replay official (or a few) in an office somewhere and when a play is to be reviewed the video is sent to them to review with a neutral look.

Or

The broadcast shows exactly what the replay official is looking at and saying in real time.

And I agree with the every play is reviewed upstairs in real time.

Re: #4

Require players to wrap up or attempt to wrap in tackles. This would eliminate most of this stuff.

1. Get rid of Roger Goodell
Agree

2. Eliminate the Automatic First Down - unless the penalty is an unsportsmanlike conduct. It's stupid that a 5 yard illegal contact down field results in an automatic first down.
Disagree - what if the illegal contact is done on purpose to prevent a receiver streaking by for a long pass that would result in a TD? Defenses would be doing this all day

3. If an offensive player drops his head as he braces for a tackle, the defensive player cannot get flagged for illegal contact to the head.
Agree, but this would be very hard to judge at live speed

4. If you hit a player with your shoulder, your head will lead. The "leading with your helmet" penalty is bull shite. There used to be a penalty called "spearing". Let's go back to using that penalty when it applies - all other instances do not warrant a flag.
agree

5. Review every play upstairs and if a play looks questionable - buzz the official on the field to stop play.
Agree... Also, if a play looks somewhat questionable, have the guys upstairs start looking at the play immediately, before the coach decides to challenge.. would make the review process shorter

6. An official upstairs determines the result of the review - not the official on the field who blew the call in the first place.
See above

7. Pass interference be a 15 yard penalty or spot of the foul - whichever is farthest. This helps a defense not get killed by a bad call by the officials.
?

8. quarterbacks are players too - same rules apply to them as everyone else. No more rules specifically for hits on the quarterbacks.
Agree 100%

9. Get rid of the illegal contact downfield. Too many officials blow this call because the receiver runs right at the defender, initiates contact, and the defender gets the flag.
Meh

10. Use common sense. A lot of the NFL rules are actually not that hard if the official would use common sense when interpreting them and not enforce them literally. A "blow to the head" is not when a player grazes a helmet in the act of swatting for a ball. An official can, and should use his judgement when determining intent on a personal foul. Did the player act in a reckless manner or a manner that they intended to hurt the player? If the answer is "no" then don't throw the flag.
Common sense exists in the nfl rule book as much as referees call traveling in the NBA

Refs should wait to blow plays dead until they're sure a turnover has not occurred.

That shite drives me up the wall.
