Possibility of Spurs-like success in Nola?

It's not the ownership/management. If your team doesn't luck up and happen to draft a freak talent like Tim Duncan/Kevin Durant/Lebron James then you are going to play hell trying to acquire one in free agency later on. Or even get one to stay here to build around with all of the superstar market cities in the NBA.
They're just not attracted to Nola. It is what it is. It ain't what it ain't.
