NBA bans players from team and public gym access

Huh? How could they possibly enforce this? They dont own these players they can do what they want this is fricking weird

The same way they can fine players for being late to meetings and violating team rules. I don't think the banning them from public gyms is weird, not being able to maintain a safe practice environment at your own facilities is what's weird to me.
Just do things in shifts of small groups and have cleaning between shifts.

Their contracts are full of verbiage in which the team and the league can restrict them from doing things if they feel like it puts them in danger. For example, they probably are not allowed to ride motorcycles or go snow skiing.
