Well no, that is not true. A bird in the hand is a sure thing. You know the value. Those 2 in the bush? How often are you likely to even catch one? Both? More often you are going to lose out on both of them, and even if you do manage to catch one, you are just breaking even. Those thinking they can get both are taking a huge risk that rarely pays off.

I’d give that expression a second look, because you just described perfectly the behavior it is cautioning against. You can’t take proverbs too literally, in part because they are almost certainly mistranslated.
