Because the owners do not give a frick about the Hornets except to make sure their payroll is small and they get some of their money back.
They don't want them to be very good because a) that hurts their own franchise and b) long term salary doesn't benefit them.
They are content slashing all salary and giving a new owner a completely blank slate.

when I read the quote I thought they were claiming: him leaving for nothing wont hurt the franchise as bad as it would hurt others. I understand why the current "owner" of the team could care less

I don't disagree with that point but this deal only adds $3 million to next year's salary since you don't HAVE to give Gordon his $5 million tender offer. It does add short term salary, but the team is currently beneath the salary floor so it needs to add payroll.
