Because teams don't know who is and isn't going to be available at 6. The trade as done gives both teams flexibility with some shared risk. If a player the Pels want to target at 6 is drafted top 5 they could be left with options they'd also draft at 7, in which case trading up to 6 would have been a waste and they'd be better with 40 as an asset. For the Wizards maybe someone surprisingly drops that they can either draft or trade down for a bigger haul.
