There are George strait and Garth brooks songs, and I'm sure others, that sing about Cheyenne in their music. Is there something about the place that makes it have meaning to sing about? Where is it located?

I'm from Wyoming so I can answer this...Cheyenne is the Capitol and home to the claimed "Grand Daddy of All Rodeos" Cheyenne Frontier Days. It was at CFD that bull rider and friend to Garth and George, Lane Frost, was killed by a bull. All their songs that use Cheyenne are tributes to Lane. Other than that, Cheyenne is in a shitty part of the state and is not pretty at all. North Wyoming is where it's at

It was named for the American Indian Cheyenne nation, one of the most famous and prominent Great Plains tribes closely allied with the Arapaho.

I may be overlooking something, but why does Garth then refer to the character in his song walking the "beaches of Cheyenne"?

Because the cowboy died in Cheyenne but lived on the ocean in CA where his wife ran into the ocean when she heard the news.
