Are we talking purely lyrical craftsmanship, flow, and style? Or is songwriting a major component as well? If we are discussing other components when evaluating artistic ability then guys like Kanye, as sad as I am to admit this, need to be included as well.
Commercially, Tupac is one of the best, but I would argue that there are better wordsmiths out there than Tupac.
In terms of single artists, Notorious B.I.G. and Nas would be the first two who could challenge 2Pac. However, KRS One gets a great deal of love too. But to be fair, KRS One has expressed his reverence for Nas.
I have always preferred Notorious' rhythm and flow to Tupac's delivery. Biggie just seems more relaxed and at ease, like it's effortless for him.
Meanwhile, Nas, like most from the East Coast scene, always seemed to have better samples and beats.

All Eyez on Me is top 3 favorite rap albums. I dont think I listened to any other album more than that one. Big Pac fan here.

Tupac was a poet, an activist for a race and changed hip hop. He may be the best "entertainer" there ever was in the history of hip hop, but he's nowhere near the best lyricist

Everyone always forgets that Tupac got his start as a background dancer for Digital Underground, aka, The Humpty Dance.
Pac's mom was hardcore.
In the early to mid 90s, before Outkast and the Dungeon got the south started, it was only NYC and the West Coast. NYC had the better producers overall, and the better beats and samples. It was more creative.
I'd take Big and Nas over Tupac. Big and Tupac died young enough that it's all about legacy. Nas' Illmaty is the best album of the three.
But Raekwon's Only Built is perfection.
And if Big L didn't pass so soon. And there's Common who's a genius.
I'm not an Em fan, but his maturity destroyed the others mentioned.
I miss the 90s rap scene. The genre will never be the same. Had it all, backpacks and hardcore and it all mixed perfectly. For those that love that era, Google Stretch and Bobitto's NYC radio show. I'd drop a cassette into my radio, hit record, set my alarm and flip the tape an hour an a half later and have a ton of new shite the next morning.
