I think it has to do with the years in between each album. Fans seem to have lost their lust for Tool.
It is as good as any album they did. Anemia, lat, 10000 are all 5* albums to me.
I hold Tool on a very high pedestal though.

Good news for Adam. I doubt this will play much into a new release. I think most of the music is done, just waiting on Maynard to pull his head out of a wine barrel.

I feel like Lateralus is their most complete, mature, refined work. Their earlier albums are great for getting rid of aggression, but I think Lateralus as a whole is much more melodic and textured than their earlier albums, which I like. 10,000 Days bled too much into basic rock themes for me.
For Studio Albums, I think I'd go:
Lateralus
Aenima/Undertow
10,000 Days
All of them are good though.
