I would agree with you if that were the case, and I'm not saying it doesn't ever happen, but usually when folks change their vote (at least for the regulars) they'll announce that they're doing it for the sake of ending the game.
I do personally think the whole game is a bit played out at this point, but for some reason I keep coming back.
Maybe there could be a rule that when it gets down to two there some quicker way to end it...
