They've officially announced a new album coming out next year, so I assume a tour will follow. So far, Colin Edwin doesn't seem to be involved.
As far as unexpected, I really felt like Steven's over the top proclamations around The Future Bites seemed a bit out of character for him to the point of performance art. He leaned really hard into the whole "guitar is dead" and "Porcupine Tree are done" things. He played us all like fiddles.

I would be absolutely stunned if they didn't. I've seen them tour every album since In Absentia, and that wasn't their first. Even after putting PT on hiatus, Steven always did a NA tour for his solo stuff.
