My contender would be Layla and Other Assorted Love Songs by Derek and the Dominoes.
I'm not a huge Clapton fan but this album was the best thing he ever did. Even if you disagree with that, you have to admit that nothing that came after it was as good. The lineup on that record was unsurpassed. The backstory of his unrequited love for Pattie Boyd added some good drama. The songs have a little bit of everything (including the mandatory cover of Little Wing). Duane's playing was inspired. It's just everything you want in an album.

Probably not too popular of an opinion but I've always been more partial to Bob Dylan's Blonde on Blonde > Hwy 61.

Dark side of the moon spent like 15 years in the top 100.. I would think that qualifies it for best all time tbh...

I think Sgt. Pepper's is a good answer but I can't argue against Dark Side for that very reason. It's probably the best answer.
