He is announcing his 2014 tour today.

This is the second and final leg of his farewell tour.
He says he will keep making music and recording albums, possibly even play a few big shows here and there, but this is the end of his multiple date touring.
Funny, George will be saying goodbye in 2014 and Garth Brooks will be saying hello again.

I went to the last date of his first farewell tour, where he announced that he would be touring again in the fall

Nah, George isn't retiring. He's just not doing multi-date tours anymore. He flat out said it during his NOLA concert. He'll still do stuff like music festivals, big engagements, write new stuff, release albums, etc. He just won't be doing a show in a different city every weekend for 8 months at a time anymore.
