I’ve been struggling with pick grip recently, and have seen this stuff sold for years but have never tried it. Is this a normal tool guitarists (except me) use, or is it used rarely under specific circumstances?

That's how you catch monkey pox.
Really though, I had a hard time holding on to my flat picks and started using a thumb pick and playing fingerstyle. I worked on it for years and still mostly play that way.
A few years ago, though I had to start getting treated for some issues with my legs, because I got burned kind of bad.
One of the things that helped me most, in my opinion, was taking Magnesium supplements.
I can hold flat picks much better now.

I don't like the idea of sticky fingers, so I haven't tried it. The pick tends to spin in my fingers, so I recently bought some star picks, which do help a bit, but I do find myself breaking them more than normal picks.

I use Herco Flex 75s because of the grip texture molded into the pick itself.

Before I used Flex 75s, I'd etch grips into my picks by cutting tic tac toe boards into them with a box cutter.

Have never used snot or any sticky, but I do have club thumbs and experienced some issues with hold before...found the thickness on these to be most comfortable, easy to grip for me, and some increased speed. I alternate between these:

FLOW 1.0

FLOW .73

Gorilla Snot

Now, that's something I haven't heard of since I was in the military. For those commenting that it would be sticky, that's not the case with Gorilla Snot. It dries to a firm rubber texture that would work quite well if not applied too thick; there's no stickiness involved.

Wedgies are very similar.
