Do $200 earbuds provide sound quality as good as similarly priced over ear headphones.
What brand do need to consider if the sound quality is good?

I use Sennheiser headphones exclusively. The CX Sport wireless earbuds I have sound great at $130 dollars.

Kind of complicated - a lot of variables and personal preference involved. Are you talking about wireless options for both? In general your money goes farther in over ears than IEMs but there are really high end in ear options. That's still true with wireless I think, but not on as large a scale.
Among wireless, you can get decent SQ earbuds for 200 relative to the category (all wireless earbuds) and I think they'll compare pretty favorably to what you can get for 200 bucks in the category of wireless over ears.
Master & Dynamic is probably my favorite option in the wireless category for SQ. They have a pretty big sale going on right now FYI. In general the wireless category is about matching all the wireless stuff you want (comfort, battery life, etc.) with the best sound quality, so there are trade offs. But in general Sony, M&D, Bose, Sennheiser and B&O make wireless options with SQ that will be good enough for most who care about SQ. As for Apple, I'm currently listening to music on AirPod Pros, not because the SQ is great (it's decent) but because they're just really convenient.
