Same reason advertising is cheaper during the hours that most people use to conduct business. Not as many people watching. The audience that is watching isn't one most people want to target, unless you're a trade school, a high interest, payday loan provider, or an injury attorney. Not as many wives stay home to watch them as there were in the 30 years ago.

It's not really all that mysterious. They're cheap productions all around. Cheap camera-work, cheap writing, cheap actors and actresses. They work by volume, not quality, so they don't spend the money that prime-time actors can demand for delivering much better ratings.
Little old women aren't the favorite demo of advertisers.
