I always felt like the episode where he tried to get Mark to rubber stamp his woodshop inspection was out of character. I don't think that Ron Swanson would have ever allowed for shoddy and dangerous working conditions in his shop.

After watching stand ups and other stuff the actors have been in, I'm convinced that the parks and rec characters are just straight over exaggerations of those actors actual personalities.
Nick Offerman's standup is basically Ron Swanson standup. Chris Pratt is a known lovable goof in hollywood. Aziz is obsessed with everything in the now in his stand ups. The casting in that show was perfect.

I don't think they ever made fun of him exactly. But by the end of the show he'd changed to accommodate the Amy Poehler ego festival that the show became. As far as I'm concerned the show went downhill the longer it was on the air. Early Parks and Rec was great TV.
