Dr Doom would work. He’d need time and technology to build up his power, just like Thanos. So there’d be plenty time to build that story. Although he’s really just a mortal dude so he might seem small potatoes after Thanos.
i think Doom fits the new Loki role perfectly
a bad that will last more than 1 film and be integral in the overall big bad plot

I think Magneto would be used more like Loki. Probably the villain of the standalone X-Men movie but then has to work with everyone else against a bigger threat later on.
I'm a huge Magneto fanboy, but he really is only interested in Mutants, so I think it would be hard to plug him in. I think Doom could be interesting, but what would his story line be? I would love to see him in a Black Panther movie, Dr. Strange movie, or done right in a F4 movie.
I think you would have to go Kang or Skrulls.
ETA: A Norman Osborne done right would work as well.

Mortal Kombat (Netherrealm Studios) is owned by Warner Brothers. That's why they can cross over with DC comics.

Yes, and he was obliterated as punishment.

I want a silver surfer/Galactus reboot

I'm getting him in the preorder of mk11.

Is Doom powerful enough to be a threat for all the Avengers? I mean I know he's powerful, but Tchalla fought him solo and the FF fought him numerous times.
As others have said, I see him more as a Loki type. I guess he could be the villain for the next but if they build to the real big bad like Galactus he would flip and help the Avengers.

Doom took over the Marvel Universe. He's plenty powerful....

He used the power of the molecule man to remake reality in that instance.
His own power is limited to intellect and sorcerey. He is much closer to a Loki level villian in the comics than a Thanos or Beyonder.

Only after Dr. Strange declined the mantle of God.

At this point I'm just waiting for one of us to whip out some 9 sided dice.

That's why the ifs and ands and buts are pointless. most of the time, you just kind of have to go with it. Buts are pointless.
Doom as at least good enough to control the universe once. That's pretty good for a guy with some smarts and magic.

Doom would have to build up to become powerful and it would take a bunch of movies, which is fine as long as he doesn’t go after the infinity stones. Need something different.
But I’d rather see a bigger cosmic bad guy. Dormammu has kind of been done. Is Mephisto adequate?

If we're going Cosmic it's Kang, Galactus, Annihulus or bust.

I would do Kang if Endgame isn't about time travel otherwise it may be a been there done that

Kang and The SI. The consequences of time travel & The Kree-Skrull War (with Super Skrull),
Operation Galactic Storm,
Doom is more of F4 villain though Doc Strange and Doom, as well as Doom and Iron Man have history.
I’d like the next Phase to be F4 centric.
Doom can build up to Secret Wars.
We’ll have to see how many movies Marvel is going to put out a year, Disney+ shows, and the new plan.
