James Cagney in The Fighting 69th.
The character is supposed to be a "tough guy" who turns out to be a coward and frick-up in battle but then redeems himself in the end. The problem is that men die throughout the film due to Cagney's character's weakness, making his end of the film bravery a wash (at best).
Runner-up is Pat O'Brien's character the priest, who keeps getting Cagney off the hook so he can get people killed again and again.

John Torturro's character in Miller's Crossing, though there is an argument to be made for just about any character in Miller's Crossing.
