this is a really good question. the town would have to exist in a reoccuring movie or tv show for many year, and I know murder she wrote has had way more episodes than True Blood. Batman movies would have a lot of catching up to do with Murder She Wrote.
eta: Murder She Wrote town existed for 13 years/seasons. Season 1 had 21 episodes

Well if we are going with cartoons now, I would say the entire Earth in DBZ has a fairly high murder rate. The whole planet was destroyed by a dude only for everyone to wished back.
