Scene of the Crime from 1947 is one of my favorites and has some great street and nightclub scenes.
The Unsuspected from 1947 takes place mostly indoors but looks amazing.
Crime Wave 1953 looks really good too just because it's all filmed on location. Not exactly a film noir but looks really unique and stars a young Charles Bronson.
And a movie that doesn't just look atmospheric but has that overall dreamlike tone is Angel Face from 1952. It's my favorite film noir but is very different in its brutality.
Pretty sure the first 3 are available on demand from TCM if you have a TV app and I believe Angel Face is scheduled soon..

Lang put his actors in front of a window.
John Huston does the same thing in Key Largo (1948).

I have no idea if this movie is any good, and it's in French, but the score by Miles Davis is really dark and moody.

The only noir film i ever watched was called “M”. It was freaky. It’s in German, and it was made in 1931, pre-Nazi Berlin was supposedly pretty crazy. My dad was a fan and that movie was seriously dark.
