Trying to remember a movie

There is a funny movie that I’m trying to remember. In it the star is trying to cover up a crime and he gives a ridiculous description of the criminal to the police sketch artist.
They catch a guy who looks exactly like the sketch, and he says, “no, that’s not him”
Help me out folks ??

Sounds like something from Naked Gun but I don’t remember that. Been a while since I’ve seen those though.

A guy thing from 2003 with Jason Lee. Victor Varnado played the albino black guy wih red dreadlocks, neck tattoo, & cross eyes!
