Ok, so I’m watching this again this morning.
I contend that Lotso’s original approach to everything was pretty well on the up and up. He even tells Buzz (after Buzz infiltrates their leisurely gambling event) that he knows the Caterpillar room is tough but for the good of the community, newer and stronger toys are out in the caterpillar room because they can “take on the hardships the rest of us can’t bear.” And that was after he admonished the group for tying Buzz up like a prisoner. He even promotes Buzz to the Butterfly room due to his leadership and initiative (“he’s a keeper; we’re calling you up to the big leagues”).
When Buzz turns down the promotion THAT is when Lotso changes his attitude completely and turns Buzz to demo mode. And like I said, his actions get more and more insane and wrong, but it seems like his intentions are relatively fair initially. Even Buzz agrees that it’s reasonable for the newer, stronger toys to put up with the younger kids.
Kids are rough on toys. That’s what they do. Andy’s toys were coddled and privileged because they were played with responsibly by Andy. And because of that they felt it wasn’t fair to be stuck with younger kids. But they are basically wrong.
ETA: and as stated in the OP, even in the credits scenes, in their little “Sunnyside utopia” it’s the whole idea of “sharing the load as a team,” which is more or less what Lotso’s philosophy anyway.

I remain firm in my support for Lotso… but in regards to him promoting Buzz it was likely the adage “the squeaky wheel gets the grease”.
Lotso didn’t count on Buzz being as loyal as he is.
