I'd say the Tullys are dumber than the Starks. The Blackfish is the only one with sense in that family. LF played them more than he played the Starks, it's just the Starks went down with them.

They're foils of the Robert and the Lannisters.

Ned was never meant to rule or lead Brandon was Robert minus the "superhuman" strength. It's why Ned loved him.

He was a soldier, trained to lead soldiers, he and Benjen were never meant to be Wardens of the North but bannermen.

Sansa was a naive girl, she got over it in a few months.

Bran is just a lad. The only training he has is from Jojen and Bloodraven which got cut short.
