The guy following Saul and Kim appears to be Arthur. He is one of Gus's guys. He was the guy watching Werner Ziegler on the security cameras.

Now the question is, is Gus watching Saul/Kim, or is he following them incase Lalo makes contact? I would go with the latter.

I did also, but the one thing that had me questioning that was the season sneak preview where we see Howard calling a P.I.
If that was his first call and not a follow up, then it had to be someone else following Saul/Kim.
I think Gus is going all out to spot Lalo.

just because he's pictured in a car talking to kim doesn't mean he was the one tailing them. arthur could be informing kim/jimmy about someone tailing them, and he will try to tail the tail. I'd expect he wouldn't pull up to talk to kim if he was supposed to be tailing them, but perhaps the tailing situation changes.
also since he was with gus/mike area during their confrontation in the trailer, I think that makes it a little harder for him to be the one tailing jimmy/kim. now maybe these events are not co-occurring and its possible. I didnt consider arthur bc of the obvious direction the howard battle is going, it could well be arthur, but im not sold on arthur just by that picture.

eh not necessarily true. that scene could take place shortly after the 'cocaine' planting, or sometime during the multiple lawyers visits by the kettlemans but before jimmy+kim went carrot/stick on the kettlemans.
it may be a scene for catching us up on shite from howards perspective instead of something that happened after nacho's fate.

im not sure where you are getting that from. I certainly cant tell what she is saying from the picture.
