The first movie is the best, by far. It's a great comic book movie overall.
TMNT 2, while fun, gets a little too hokey at times, but still has enough of the feel from 1 to make it good. III was just awful.

Parents were bitching about the weapons and the language. Even in the cartoon after (i think) season four Michelangelo wasn't allowed to use his nunchuck and he went with the grappling hook.
And in Europe they couldn't be called 'ninjas' so they were called the teenage mutant HERO turtles.

That's why it got stupid. The 1st movie felt like a huge upgrade to the brand. The 2nd felt rushed, cartoonish, and watered down

The first movie has a real dsrknes sto it, that is really reminiscent of the early comics. Remember, it's basically Dark Knight batman with green turtles and kind of for kids.
I liked 2 better as a kid because it wasn't so dark and was much more fun. Upon adult review, it's just the opposite.
There's real sadness and emotion and rage in 1. Not so much In 2.
But, 2 still has the absolute best pizza scene of all time. There's no other film that makes me want to fly to NY for a slice better than this:
