I don't think so. I've never interpreted the term that way, anyway.
ETA: Here is a link saying that Gravely means you COULD die, even despite medical intervention, but you COULD also be saved.
I think the term you are looking for Fatally injured.

I know what fatally means, but they always say "critically" when it's unclear. I guess "gravely" was a tease.
