I'm inclined to believe she intended to give him the letter, but then decided against it:
A) because it would have fricked him up; and
B) because it could potentially expose her family

That's my thought. More so because she realized it would eff him up. She saw he could have a nice life and adjust as well as could be expected. Throwing the soviet thing in would have just screwed with his mind.

Similar to season 1 imo. Still very good, no dropoff like Homeland season 2.
