Star trek Geek Question: How was Picard Able to Keep His Command For So Long?

For the sake of this discussion, I'm not counting anything associated with the new Picard series or it's so-call cannon nor any video games.

Picard lost 2 starships: The Star Gazer and the Enterprise D

He was captured and mutilated by the Borg.

He was Captured and tortured by the Cardassians

These are just 4 examples that comes to mind.

Starfleet must have a shortage of Captains.

He took the advice that James Kirk gave him in Generations (1994) and refused all promotions to admiral.

He should have been given a desk job whether he refused of not. Losing one Starship should have been kept him from getting the flag ship..a second loss of a Starship should have been the end of his days commanding a starship.

Then the mental health to command after being captured and tortured several times should have been another reason to give him a desk job.

I never said anything about promotions.

Admiral Nechayev could have put him down.

I was just finished watching the Stargate shows. They were constantly captured, overrun, disobeying orders, and causing the loss of many lives and valuable materials due to their recklessness. Yet they almost always save the world in the end. General Hammond and Jack would’ve should‘ve been replaced almost immediately. But otherwise there wouldn’t be a TV show. And that reason applies to basically every Sci-Fi show out there.
