Although this was very, very hard to decide...between Beverly Hills Cop, Lethal Weapon, and slew of others...I have come to the conclusion that only one truly stands alone at the top...

Absolutely, I'd say 48hrs really started the 80s buddy cop movies.

I am confused if your title means just movies or if comedies meant television also could be considered.

GOAT Buddy Cop movie is the first Lethal Weapon, and it isn't even close.

Tango & Cash was a flop AND a multiple Razzie nominee.
