Something that is starting to nag at me about how Loki is being treated in the movies

In Avengers 1 they mention that he killed 80 people. I’m sure his army did more but he was apprently responsible for 80.
80 deaths alone puts him on par with some of the worst serial killers ever.
In later movies Thor is like ‘Yeah man, we’re cool’.
Does no one in the movies now care that he murdered at least 80 humans?

Didn’t it come out that he was under control of the mind stone in Avenger?

That and he attempted to kill Thanos in Infinity War. I feel like he redeemed himself.

1) He was under control
2) 80 Soldiers though, I mean it was "war." He isn't a serial killer.
