It's not saving the state industry, it is trying to help even the field a bit with the runaway states and countries. Trust me, the actors and talent want to work in California, but the studios are businesses and chase the money.
This is still the place where the deals are made, large historic studios still have productions and the weather is ideal. There is a reason they came here to set up the business.
I cannot speak to the political posturing of some tik tok nonsense, but it's a good bill for the state. Like most things, technology and a broader world market has changed the industry. But this is still Hollywood and will have work. Just not as much as the past.

incentives are lovely, but still have to convince productions not to go out of the country or other places...still cheaper

You are aware that one of the big reasons for TV and movies being filled in places like Atlanta are incentives right? Part of the reason the for the boom in Atlanta film production is the state government making it more lucrative

I must say it again - FOLLOW THE THREAD! I was replying to a specific post . It's all right there for anyone to see.
And clearly you also missed my post with the article from Vulture, which commented about when this incentive stuff started. For nearly 30 years, CA chose to ignore what was happening, kept tacking on regulations and blindly assumed that Hollywood would always be Hollywood, screw what anyone else was doing. But NOW when they start to fight back, you think they're due some praise?

But no one has talked about praising them.
Following your "follow the thread" instructions, the only praise has been lawmakers praising themselves on a TikTok. One that is totally unrelated to the topic of this thread, as others have noted, and as you have called others groomers for noting so.
Acknowledging that this is good for the industry overall, which a handful of people you've either ignored or called dumb have done, is not praise for lawmakers.

While ignoring the fact that TPTB in CA are both the cause of this stuff happening, and also late to the game in responding to states and other countries actively going after production of movies and shows.
No SHITE it's a good idea!! But it very well may be too little too late.
