Jellico yes, Riker no, IMHO.

We saw the formal ceremony for Jellico, thats a fact.

the "best of both worlds" situation is 50/50...he was promoted, and the admiral made him captain, but it didn't have the real air of officialism. more an "acting captain" for me.

The captain's chair on D might not swivel, but the two side ones definitely do
