Ted Knight was fricking hilarious as Judge Smails.

"The world needs ditchdiggers, too"

"You'll get nothing and like it"

"Well, we're waiting"

It was Knight's delivery that made these lines classic. And I have to mention his physical comedy, the way he moves throughout the whole film conveys the character's mood; strutting when cocky, cowering when flustered. He was perfect when he put the "free soup" hat back on the mannequin and slithered away.

Judge Smails definitely belongs on this list...

...but not at the top. That spot is reserved for The Big Ern.
