Tarantino is by far the better screen writer and I am personally more entertained by a Tarantino picture than Scorsese. That said, if this is about comparing filmography's Scorsese wins.

Jackie Brown was a boring movie.
Scorsese owns Tarantino (btw, Marty's been nominated quite a few times as screenwriter). Nobody's knowledge of movies is greater than Marty's.
Scorsese:
Mean Streets-Prob. the most important independent movie ever made. Launced De Niro and Keitel.
Taxi Driver--one of the most prescient movies ever made. It's cultural impact is still being felt (J. Hinkley fallout, the recent story of the Cab driver that went crazy in NYC, etc.)
Raging Bull----greatest movie about machismo and its effects. Still influences boxing movies to this day.
Goodfellas---better than any of the Godfather movies, imo.
Tarantino is all about style but no deep thought-provoking matter. Even Paul Schrader said the same thing when comparing the two.

i've seen both filmographies of both directors.
i enjoy both. I think they're both among the top 25 of all time.

My 2 favorite Tarantino films are above my 2 favorite Scorsese films, but Scorsese has been in the business way longer than Tarantino has. Because of the sheer amount of great films Scorsese has made, I have to go with him. This will be a much more relevant and fair question in 20 years.

Reservoir Dogs,Pulp Fiction, Kill Bill II, Inglorious Bastards. That's four great films that I loved. Marty has the body of work though.
