You mean Claudius?

Meh, he's evil, but there are far greater villains.

Here’s the problem with Scar: once he gains power he stops being interesting or intimidating. Frollo only gets worse and worse as the movie goes on, which is already a high bar for someone as despicable as him.

Solid point. he just gets lazy and disinterested and wonders why his plans didn't work.

Vader slayed the tadpole Jedi.
Moff Tarkin destroyed a planet inhabited by billions.

I never got the impression that Scar hooked up with Sarabi after Mufassa’s death. She despised him. Besides, Scar had a mate named Zira who showed up in one of the direct to video Lion King sequels. She was voiced by the incredible Suzanne Pleshette.

Vader did some terrible acts, but he wasn't inherently evil. His motives weren't driven by purely selfish instincts. He was seduced and became trapped, and ultimately redeemed himself in the end.

Tarkin though is a good name to throw in the hat. That guy was legitimately evil and ruthless. I've read that him not having control of the force was both Palpatine's greatest disappointment as well as his greatest relief.

How was the drought Scar’s fault in any way, shape, or form?

Not really the drought, but he allowed the hyenas to overhunt and drive out all the herds.

I could be wrong, but I don't recall drought being mentioned in the movie.

It's not mentioned, but it's pretty obvious. Everything is dry and dusty, there is no water flowing through the river and no green anywhere like under Mufassa. Then it rains, and everything is better again
