I'd go with A Christmas Carol, the Alastair Sim version.

A Christmas Carol and A Christmas Story are about Christmas.
It's a Wonderful Life is not a Christmas movie but a Christmas Carol type ending and therefore got shown for free on TV constantly during Christmas.
But just like Trick 'R Treat is a pure Halloween movie, A Christmas Story, A Christmas Carol and Christmas Vacation are about the good-tidings of Christmas.

I don't have extreme reverence for Love Actually but my fiancée does (her #1), and I appreciate it enough to list it.
I'm admittedly not well versed on the old classics, they have never really been part of my tradition. Don't take It's A Wonderful Life, A Christmas Carol, Miracle on 34th, etc. not being listed as a slight to them.
